Prohibits individuals serving sentences for first-degree murder (§ 2–201 of the Criminal Law Article) from earning diminution credits to reduce their term of confinement in State or local correctional facilities

Applies only to first-degree murder offenses that occur on or after October 1, 2026

Amends both Section 3–702 (governing State correctional facilities under the Commissioner's custody) and Section 11–502 (governing local correctional facilities) of the Correctional Services Article

Takes effect October 1, 2026
