Requires the State Highway Administration to study and recommend a consistent statewide policy for traffic calming devices on Maryland highways

Study must include research on best practices, guidelines for when traffic calming devices should be used, and recommendations for technical support to counties and municipalities

Study must identify academic, nonprofit, or other entities that could assist in developing and implementing a statewide traffic calming policy

Report with findings and recommendations due to the Governor and General Assembly by December 1, 2026
