Establishes the Office of the Attorney General Enforcement Recovery Fund as a special, nonlapsing fund to support consumer protection, antitrust, and securities enforcement activities

Allows the Attorney General to deposit up to 25% of qualified recoveries from enforcement actions under Commercial Law (Titles 11 and 13) and Corporations and Associations (Title 11, Subtitle 3), capped at $7,500,000 per fiscal year

Qualified recoveries must exceed $100,000, be obtained through judgments, settlements, or consent decrees, and not be designated for other purposes such as victim restitution

Fund may be used for investigations, prosecutions, expert witnesses, technology tools, staff training, and public education on consumer rights—but not for victim restitution payments

Fund balance exceeding $7,500,000 at fiscal year-end transfers to the General Fund; interest earnings also go to the General Fund; effective date July 1, 2026
