Expands the definition of "criminal justice agency" under Maryland Transportation law to include the Special Investigations Unit of the Baltimore City Department of Housing and Community Development (or its successor)

Grants this unit access to digital photographic images and signatures stored by the Motor Vehicle Administration, which are otherwise restricted from public inspection

Places the unit alongside other entities already authorized to receive such records, including courts, criminal justice agencies, driver license authorities, and the Child Support Administration

Effective date: October 1, 2026
