Prohibits data controllers from selling personal data if they knew or should have known the purchaser seeks to use it for immigration enforcement

Requires public record custodians to take reasonable steps to determine if records are being accessed for immigration enforcement purposes and deny access without a valid warrant that clearly identifies the specific record

Expands the definition of "precise geolocation data" to include tracking of mobile devices and vehicles (within 1,750-foot radius), and adds citizenship/immigration status and national origin to the list of "sensitive attributes" protected under data privacy law

Restricts access to law enforcement databases and message switching systems for immigration enforcement purposes unless a valid federal or state court warrant is presented

Requires governmental entities to develop procedures by July 1, 2026 preventing sale and redisclosure of personal records and data containing sensitive attributes in ways that harm resident privacy
