Establishes the Algorithmic Addiction Fund as a special, nonlapsing fund administered by the Maryland Department of Health to address harms to children from social media and improper use of algorithms

Fund sources include civil penalties from judgments or settlements against technology and social media companies, state budget appropriations, and interest earnings

Permitted uses include statewide needs assessments, treatment services for depression/anxiety/eating disorders/suicide/sleep problems, intervention and prevention services, school education campaigns promoting digital and media literacy, and research/training programs

Secretary of Health must develop performance goals and indicators, consult annually with stakeholders on recommended appropriations, and report to the General Assembly by November 1 each year on expenditures and progress

Act takes effect June 1, 2026, but is contingent on Maryland obtaining a judgment or settlement against technology or social media companies related to state law violations
