Sets specific ticket sale windows: MLB raffles may sell tickets from 1 hour before game start through the 7th inning; NFL raffles may sell from 4.5 hours before kickoff through the 3rd quarter

Establishes distinct geofenced boundaries around the stadium area for electronic ticket sales during NFL games, separate from the existing MLB geofence boundaries

Maintains existing restrictions: buyers must be 18+, maximum $50 in ticket purchases per day, one credit transaction per day, and no personal financial benefit to individuals from raffle proceeds
