Requires State government units and public higher education institutions to include provisions in their information technology policies, plans, and standards to protect employee e-mail services from spam through automatic filtering systems

Permits incidental personal use of State information technology, including e-mail, if it has a de minimis impact on resources and is consistent with generally accepted professional business norms
