Extends priority course registration at public higher education institutions to spouses of active service members and veterans, valid within 15 years of the service member's last active duty and for up to four academic years

Requires community colleges to include spouses of veterans in advisor training, dedicated enrollment services, and veterans resource center access

Expands eligibility for senatorial and Delegate scholarships to be used at out-of-state institutions to include spouses of active service members domiciled in Maryland

Adds spouses of active service members to those eligible for hiring preferences at the Public Service Commission and a 10-point credit on State personnel selection tests

Broadens veteran eligibility across multiple programs from requiring an "honorable" discharge to accepting "other than dishonorable" discharge, and adds Commissioned Corps of Public Health Service and NOAA to covered service
