Requires HMOs to inflate the January 2019 baseline rates by the change in the Medicare Economic Index from 2019 to the current year, ensuring payments keep pace with healthcare cost increases

Maintains minimum reimbursement floors of 125% of average contracted rates for evaluation and management services, and 125% for other services

Applies to services rendered by providers without written contracts with the HMO, excluding hospitals (paid at Health Services Cost Review Commission rates) and trauma physicians (subject to separate 140% Medicare rate requirements)

Takes effect October 1, 2026
