Secretary of State Police must approve at least one internet-based training course by October 1, 2026 covering state/federal firearms laws, theft prevention, firearm safety, and recognizing straw purchases, trafficking, fraud, and self-harm risks

Written multiple choice exam must contain at least 20 questions with a 70% passing score required; no limit on exam attempts allowed

Violations subject to civil penalty up to $1,000; dealers must maintain copies of all certificates at their place of business
