Prohibits intentionally preventing another person from entering or exiting a religious facility by physically detaining them or obstructing their passage, whether acting alone or with others

Defines "religious facility" broadly to include places of worship, cemeteries, religious schools, educational facilities, community centers, and adjacent grounds owned, leased, or used by a religious entity

Exempts the person in charge of the facility, their designees, agents, law enforcement officers, and those authorized by the religious authority to protect the facility or acting in good faith on its behalf

Preserves free speech rights and grants religious facilities sole discretion in determining who may be on their premises according to internal religious dictates

Violation is a misdemeanor punishable by up to 90 days imprisonment, a fine up to $1,000, or both; effective October 1, 2026
