Establishes a Workgroup on Behavioral Health Rate Methodology Modernization within the Maryland Health Care Commission to develop transparent, cost-based reimbursement methodologies for certified community behavioral health clinics and outpatient mental health centers.

Workgroup membership includes 2 senators, 2 delegates, representatives from the Health Care Commission, Medicaid, Behavioral Health Administration, community providers, hospitals, consumer advocates, and an independent actuarial expert.

Requires the workgroup to analyze cost drivers for outpatient behavioral health services (staffing, supervision requirements, employment structures, geographic variation) and evaluate reimbursement methodologies from other states and federal programs.

Mandates an interim report by December 1, 2026 and a final report by October 1, 2027 with recommended rate-setting methodologies, implementation options, and any needed statutory or regulatory changes.

Takes effect July 1, 2026 and automatically sunsets on June 30, 2028; explicitly does not require immediate rate increases, mandate appropriations, or create fiscal obligations without subsequent legislative action.
