Changes the minimum age requirement for historic motor vehicle registration from model year 1999 or earlier to at least 30 years old (rolling threshold)

Increases the minimum age for street rod vehicle registration from 25 years old to at least 40 years old

Applies only prospectively—vehicles already registered as historic or street rod before the effective date are grandfathered in
