State Board of Education must develop age-appropriate curriculum resources on the consequences of felony murder convictions for students in grades 6 through 8

County boards of education must incorporate this instruction beginning in the 2027–2028 school year, ensuring each student receives the instruction at least once during middle school

"Consequences of a conviction for felony murder" is defined as legal penalties affecting an individual's freedom, rights, and access to programs or services after conviction for first-degree murder under § 2–201(a)(4) of the Criminal Law Article

State Board will determine the appropriate subject area for incorporating this instruction

Act takes effect July 1, 2026
