Requires the General Assembly to appoint a 7-member delegation and a 3-member advisory committee to represent Maryland at any Article V constitutional amendments convention once the required number of states invoke the process

Commissioners must be U.S. citizens and Maryland residents for at least 5 years, at least 25 years old, registered voters, and cannot have been federal lobbyists (within 5 years), federal employees/contractors (within 10 years), or held federal office (within 10 years)

Commissioners must swear an oath to follow their instructions, receive the same compensation as House members, and are prohibited from accepting gifts over $200 while serving

Commissioners are prohibited from voting for amendments that would alter constitutional guarantees of individual liberty, including the Bill of Rights and the 13th, 14th, 15th, 19th, 23rd, 24th, and 26th Amendments

The advisory committee can remove commissioners who exceed their authority and must respond to commissioner requests for guidance within 24 hours; the Act takes effect June 1, 2026
