Requires prosecuting attorneys to notify victims of theft crimes valued between $100-$1,500 (or under $100) about all court proceedings, regardless of whether the victim filed a notification request form

Mandates notification to theft victims about their right to submit a victim impact statement, post-trial proceedings, appeals, and sentence reviews

Applies specifically to misdemeanor theft offenses under Criminal Law § 7-104(g)(2) and (3), which carry penalties of up to 6 months imprisonment for first offenses and up to 1 year for subsequent convictions

Allows victims receiving these mandatory notifications to opt out of further notices by filing a written request with the prosecuting attorney or commitment unit

Takes effect October 1, 2026
