Establishes the Aging Resilience Fund as a special, nonlapsing fund administered by the Secretary of Aging to support the Department of Aging's mission

Fund revenue sources include investment earnings, fees collected under the subtitle, and any other money accepted for the Fund's benefit

Fund may be used for expenses aligned with the Department's mission, including partnership development and any programs, services, or activities within the Department

Governor is prohibited from reducing appropriations for the Fund in the State budget as approved by the General Assembly

Secretary of Aging must report annually by January 1 to the Senate Finance Committee and House Health Committee on total fund amount, deposits, and expenditures
