Codifies three fellowship programs under the Walter Sondheim Jr. Public Service Internship Scholarship Program: the Governor's Summer Internship Program, the Sondheim Maryland Nonprofit Leadership Internship Program, and the Sondheim Public Service Law Fellows Program

Requires the Governor to include an appropriation in the annual budget beginning in fiscal year 2028 that is at least 150% of the fiscal year 2026 funding level

Mandates that the University of Maryland, Baltimore County receive funding at least 150% of fiscal year 2026 levels for administering the three fellowship programs

Changes program funding from discretionary ("may") to mandatory ("shall") in the annual state budget

Takes effect July 1, 2026
