Requires applicants for taxicab, for-hire driver, and transportation network operator licenses to submit documentation verifying completion of human trafficking awareness training before licensure and at renewal

Accepted training programs include the U.S. Department of Transportation's Leaders Against Human Trafficking course, any nationally recognized program, or digital training developed by a transportation network company in consultation with anti-trafficking organizations

Training must cover how to recognize potential trafficking victims, respond to individuals who may be victims, and connect them with available resources

Provides civil and criminal liability protection for licensed taxicab drivers, for-hire drivers, and transportation network operators who report or respond in good faith to suspected human trafficking incidents

Transportation network companies are prohibited from allowing drivers to provide rides through their apps unless the driver completes required training within 30 days of their first prearranged ride; effective October 1, 2026
