Residents of Delmar, Maryland who graduated from Delmar High School in Delaware become eligible for the Maryland Community College Promise Scholarship, addressing the cross-border community where students attend school in Delaware but live in Maryland

The Fallen Transportation Workers Scholarship Program is renamed to the Fallen and Surviving Transportation Workers Scholarship Program, expanding eligibility to workers who survived accidents causing at least $100,000,000 in damages to transportation facilities on or after January 1, 2022

Eligible recipients for the transportation workers scholarship now include the worker themselves, their children, stepchildren, spouses, unmarried partners, and siblings (if no closer family exists)

Scholarship funds may now cover the total cost of attendance at any postsecondary institution, rather than just tuition and mandatory fees, with awards ranging from $3,000 to the equivalent of the highest University System of Maryland undergraduate tuition

Takes effect July 1, 2026
