Extends the minimum time period that common ownership communities (HOAs, condominiums, and cooperative housing corporations) must allow residents to display candidate and proposition signs from 30 days to 45 days before the start of early voting, or 45 days before the election if no early voting exists

Signs must be permitted until 7 days after the primary election, general election, or vote on the proposition

Applies to cooperative housing corporations, condominiums, and homeowners associations across Maryland

Communities may still restrict signs in common areas/elements and in accordance with federal, state, and local law

Designated as an emergency bill, taking effect immediately upon enactment rather than the standard delayed effective date
