Requires the Department of Information Technology to post the Statewide Information Technology Master Plan publicly on its website within 6 months after the Governor's inauguration in the Governor's first term.

If the Secretary of Information Technology misses the posting deadline, written notification must be sent within 10 days to the Governor and five legislative committees: the Senate Budget and Taxation Committee, the Senate Committee on Education, Energy, and the Environment, the House Appropriations Committee, the House Government, Labor, and Elections Committee, and the Joint Committee on Cybersecurity, Information Technology, and Biotechnology.

The delay notification must include an explanation for why the plan is delayed and a projected publication date, which may not exceed 3 months beyond the original deadline.

Amends Section 3.5–304 of the State Finance and Procurement Article of the Annotated Code of Maryland.

Takes effect October 1, 2026.
