Increases the membership of the Anne Arundel County Board of License Commissioners from three to five members, with the two additional members' initial terms beginning May 2, 2027.

Requires the Governor to appoint Board members from a list of individuals recommended by the Anne Arundel County House and Senate delegations to the General Assembly, with the Governor able to request a new list at any time.

Raises the cap on Board members belonging to the same political party from two to three, and adds a new requirement that no more than two members may be residents of the same state legislative district.

Requires the Board to adopt and publish a written policy addressing conflicts of interest and the recusal of Board members from Board matters.

Takes effect July 1, 2026.
