Requires all postsecondary institutions in Maryland to submit annual reports on institutional debt (tuition, room and board, fines, and fees owed by students) to the Maryland Higher Education Commission by October 1 each year, beginning in 2027

Reports must include detailed data disaggregated by demographic categories (race, ethnicity, age, gender, residency, enrollment status, and degree pursued), covering total debt amounts, collection activities, administrative holds, charge-offs, credit reporting actions, and third-party debt referrals

Requires the Commission to submit a summary report to the General Assembly by December 1 each year based on the institutional submissions

Authorizes the Commission to impose civil penalties of up to $10,000 per violation against institutions that fail to submit the required report or knowingly include inaccurate information, subject to notice and hearing procedures that include a 20-day window to request a hearing and 30 days to correct deficiencies

Prohibits the reporting of personal identifying information of enrolled or former students and takes effect July 1, 2026
