Changes the Hub's duties from mandatory to contingent on available funding, meaning the Hub will only carry out its health literacy and plain-language communication responsibilities "to the extent funding is available"

Removes the June 30, 2026 sunset date that would have automatically terminated the consumer health information provisions, making the Hub permanent

Takes effect June 1, 2026
