Requires all AI provided to Maryland consumers to display clear notice at the beginning of each use that the user is not communicating with a human

Mandates AI systems include protocols to detect suicidal ideation or self-harm expressions and refer consumers to behavioral health services or Maryland's Behavioral Health Crisis Response System

Violations constitute unfair, abusive, or deceptive trade practices under the Maryland Consumer Protection Act, with enforcement authority granted to the Attorney General

Civil penalties collected for violations are directed to the Behavioral Health Workgroup Investment Fund; effective date is October 1, 2026
