The Adjutant General administers the fund, with the State Treasurer holding it separately and the Comptroller accounting for it; fund sources include state budget appropriations and other accepted money

Fund expenditures are restricted to National Guard operations in state active duty status and must comply with the state budget process

Investment earnings from the fund are credited to the General Fund, while expended money must be replenished in a timely manner to maintain operational readiness for future mobilizations

Funding is explicitly supplemental and not intended to replace regular appropriations for National Guard state active duty mobilization; effective July 1, 2026
