Creates new crime of "third-degree assault" for intentionally causing offensive contact, putting someone in fear of offensive contact, or attempting offensive contact, where "offensive contact" means nonconsensual physical contact a reasonable person would find offensive

Excludes from third-degree assault any contact resulting in physical injury, causing risk of serious injury, domestic violence crimes, or sexual crimes

Punishes third-degree assault as a misdemeanor with up to 90 days imprisonment, up to $500 fine, or both

Assigns exclusive original jurisdiction to District Court for third-degree assault cases, with circuit court jurisdiction only if defendant demands jury trial, appeals, or faces other charges in circuit court

Adds third-degree assault convictions to the list of misdemeanors eligible for expungement, effective October 1, 2026
