Authorizes Laurel Park to conduct live racing of Arabian breed horses, expanding existing authorization that previously applied only to Pimlico Race Course

Limits Arabian breed races to a maximum of one per day and three per race meet

Requires Arabian breed races to be conducted in addition to, not in place of, existing thoroughbred races without reducing the number of thoroughbred races per racing day

Purses for Arabian breed races must be funded by the licensee or race sponsor, not from the thoroughbred purse account

Designated as an emergency bill, taking effect immediately upon enactment with approval from the State Racing Commission required for each Arabian breed race
