Requires all board of directors members and officers of condominium councils and homeowners association governing bodies in Charles County to complete a training curriculum on their responsibilities within 90 days of taking office

Training must be developed by a Common Ownership Commission recognized by the state or local government, or by an organization approved by such a commission

Certificates of completion are valid for 3 years and must be renewed by members who remain in office; governing bodies must certify completion, retain certificates, and report to the Common Ownership Commission within 90 days

Governing bodies may remove members or invalidate their votes if they fail to complete the required training

Takes effect October 1, 2026, with existing members required to complete training within 90 days of beginning their next term after October 1, 2025
