Establishes a Workgroup on Aging Out of Foster Care comprising state agency secretaries (Human Services, Health, Housing, Education) and 15 Governor-appointed individuals ages 18-24 who have aged out or are aging out of foster care

Includes representatives from 17 organizations including Legal Aid Bureau, Court-Appointed Special Advocate Program, Disability Rights Maryland, Office of the Public Defender, and Maryland Youth Justice Coalition

Requires the Workgroup to identify resources available for youth aging out of foster care (housing, food security, transportation, education, employment, healthcare, disability accommodations) and evaluate their effectiveness

Department of Human Services must award a one-time $2,000 stipend to each of the 15 youth members appointed to the Workgroup

Report due to the General Assembly by June 1, 2027; the Act takes effect June 1, 2026 and automatically sunsets on June 30, 2027
