Prohibits land application of sewage sludge with PFOA/PFOS concentrations at or above 50 parts per billion starting October 1, 2027; allows application between 25-50 ppb only with temporary restrictions and an approved mitigation plan

Permits blending of sewage sludge from multiple sources to reduce PFAS concentrations below 25 ppb until September 30, 2029, with monthly monitoring requirements

Requires sewage sludge generators with PFAS levels at or above 25 ppb to complete source tracking studies and develop mitigation plans within specified timelines (6 months for plan submission, up to 2 years for implementation)

Authorizes the Department of Environment and local pretreatment authorities to establish PFAS discharge limits for industrial users and set appropriate rates and fees for those contributing to PFAS contamination

Establishes monitoring protocols requiring quarterly sampling at minimum, using certified laboratories with detection limits not exceeding 2 ppb, with compliance based on 12-month rolling averages
