Requires construction of a new prerelease facility for female incarcerated individuals in Baltimore City on a site of at least 3 acres, located more than 1 mile from any existing correctional facility

Mandates the facility accommodate at least 1.25 times the number of women eligible for prerelease status at the Maryland Correctional Institution for Women in calendar year 2024

Requires the facility include housing units, handicapped accessible features, administrative offices, classroom, career center, medical suite, recreational facilities, and public transportation access

Directs the Department of General Services to review existing proposals by June 1, 2026, and issue a request for proposals by August 1, 2026 if no current proposal meets requirements

Requires the Department to develop a plan for comprehensive gender-responsive services at the Maryland Correctional Institution for Women by September 1, 2026, with multiple legislative progress reports due throughout 2026
