Establishes a Workgroup to Study Youth Camp and RV Park Emergency Preparedness, effective October 1, 2026, with automatic sunset on September 30, 2028

Workgroup membership includes one state senator, one delegate, representatives from the Departments of Environment, Health, and Emergency Management, the State Fire Marshal, a Youth Camp Safety Advisory Council representative, and four Governor-appointed industry representatives (two from youth camps, two from RV parks)

Workgroup must study model local emergency preparedness policies, review legislation from other states including California and Texas, and create a county-by-county inventory of all youth camps and RV parks in Maryland

Department of the Environment provides staffing; members serve without compensation but receive expense reimbursement under Standard State Travel Regulations

Final report with findings and legislative recommendations due to the General Assembly by December 31, 2027
