Public restrooms in all public buildings must provide an adequate supply of hand soap, toilet paper, towels or hand drying devices, water, waste containers, and menstrual hygiene products (tampons, sanitary napkins, and pads)

Public buildings covered include any building, structure, or improved area owned, leased, or operated by the State or political subdivisions, including public transit terminals/stations and public parks or recreation centers

Primary and secondary education facilities are explicitly excluded from the requirements

Adds new Subtitle 10 "Hygiene Products" (Sections 2-1001 and 2-1002) to the State Finance and Procurement Article of the Maryland Annotated Code
