Expands the commercial blue and flathead catfish license to allow blue catfish to be caught using either a finfish trotline or a gill net with mesh size not exceeding 7 inches in Maryland's tidal waters

Flathead catfish may still only be caught using finfish trotlines under this license

Renames the license from "commercial blue and flathead catfish finfish trotline license" to "commercial blue and flathead catfish license" to reflect the expanded gear options

Maintains existing license requirements: $15 annual fee, one-year term (September 1 through August 31), non-transferable, and no tidal fish license prerequisite

Designated as an emergency bill requiring three-fifths approval in both chambers and taking effect immediately upon enactment
