Authorizes the Governor to transfer funds from the Revenue Stabilization Account to the State Disaster Recovery Fund, subject to approval by the Board of Public Works

Prohibits transfers that would reduce the Revenue Stabilization Account balance below 5% of estimated General Fund revenues for that fiscal year

Adds the Revenue Stabilization Account as an approved funding source for the State Disaster Recovery Fund, alongside existing sources like the Catastrophic Event Account
