Prohibits the Maryland Public Service Commission from adopting or enforcing any regulation or order that would prevent natural gas companies from offering discounts or payment plans for connecting or extending gas lines to customer properties.

Adds new Section 7–321 to the Public Utilities Article of the Annotated Code of Maryland.
