Adds one representative from the Citizens Advisory Council for Gifted and Talented Education

Renames the "Baltimore County Chamber of Commerce" seat to the "Greater Baltimore County Chamber of Commerce" with the initial appointee completing the existing member's term

Effective date of October 1, 2026, with staggered term expirations set for September 30, 2028 and September 30, 2030 for various commission members
