Expands Maryland's concussion awareness program to include athletic officials (paid or volunteer referees/umpires), requiring them to receive training alongside coaches on concussion risks and return-to-play criteria

Grants authority to athletic officials, coaches, school personnel, and parents/guardians to immediately remove a student from play if a concussion is suspected and to prevent return until medical clearance is obtained

Prohibits any person from establishing regulations, policies, or guidance that would restrict or deter individuals from exercising their authority to remove students from play for suspected head injuries

Creates a legal enforcement mechanism allowing any person to bring a declaratory judgment action in court to enforce the concussion protocol requirements

Takes effect July 1, 2026, and amends Education Article Section 7-433 of the Annotated Code of Maryland
