Establishes the Office of Health Care Quality Stakeholder Advisory Council to provide feedback on health care facility oversight and notify the Secretary of Health if the Office is negligent in its oversight duties

Council membership includes 20 members: one state senator, one delegate, Secretaries of Health and Aging (or designees), representatives from the Attorney General's office, frontline hospital and nursing home workers, nursing home residents/families, and representatives from organizations including AARP, NAACP, Maryland CASA, and Disability Rights Maryland

Beginning January 1, 2027, the Council must hold virtual public meetings every 6 months that are live-streamed on the Department's website and include public comment opportunities

At each meeting, the Office must report data on hospitals monitored, nursing homes inspected, complaints received and resolved, code violations identified, and average complaint response times

Council must submit annual findings and recommendations to the Governor and General Assembly by December 1 each year, beginning in 2027; members serve 2-year terms without compensation
