Electric companies would be prohibited from collecting environmental surcharges or fees during any year following a determination that average residential electricity bills grew faster than the Consumer Price Index for All Urban Consumers

The Public Service Commission must calculate annually by October 1 (starting 2027) the percentage growth in both CPI and average residential electricity bills for the preceding 12 months ending June 30

Environmental surcharges covered include charges under § 7–222(D)(2), § 7–704.2(A)(4), and compliance fee recovery under § 7–706 of the Public Utilities title

Exemptions apply to environmental fees imposed under § 7–203, § 7–1220, and § 7–1226 of the Public Utilities title
