EV charging station owners must clearly display the name, address, and phone number of a local person responsible for the charging equipment on or adjacent to the device

All retail electricity sold as vehicle fuel must be measured and sold in kilowatt-hours, with customers charged only for the kilowatt-hours actually dispensed during their charging session

Charging station operators may charge additional service fees beyond the electricity price, either as a fixed fee or based on time elapsed

Service fees may only be applied at the conclusion of a charging session and must be itemized on the customer's receipt
