Renames Maryland's "Renewable Energy Portfolio Standard" to the "Clean Energy Portfolio Standard" and renames "renewable energy credits" to "clean energy credits" throughout state law

Adds nuclear power as a Tier 2 renewable source eligible for clean energy credits, including power from nuclear energy generating stations and small modular reactors connected to Maryland's electric distribution system

Renames offshore wind renewable energy credits (ORECs) to offshore wind clean energy credits (OCECs)

Applies retroactively to all clean energy portfolio standard compliance years beginning on or after January 1, 2026

Takes effect July 1, 2026
