Adds three educational entities to Maryland's enhanced Open Meetings Act requirements: the Maryland State Department of Education, the Accountability and Implementation Board, and all county boards of education established under Title 3 of the Education Article.

Requires these entities to post meeting agendas, finalized documents, and voting materials on their websites at least 48 hours before meetings, and to provide live video streaming of open sessions.

Mandates that approved meeting minutes be posted within 2 business days and maintained on websites for a minimum of 5 years; archived video recordings must be kept for at least 1 year.

Establishes a new 15-year retention requirement for all covered public bodies to keep copies of meeting minutes and any recordings made under the enhanced requirements.

Takes effect October 1, 2026.
