Amends Article XIV, Section 2 of the Maryland Constitution to change the threshold for calling a constitutional convention from a majority of all voters voting at the election to a majority of votes cast specifically on the convention question

Applies the same standard change to constitutional amendments proposed by a convention—adoption would require a majority of votes cast on the question rather than a majority of voters voting thereon

Requires three-fifths approval from both houses of the General Assembly to place this constitutional amendment on the ballot

Scheduled for voter consideration at the November 2026 general election
