Establishes a uniform Mattress Stewardship Assessment added to the purchase price of all mattresses sold in Maryland to fund the program, with the assessment appearing as a line item on consumer receipts

Mandates at least 90% of state residents have a mattress collection site within a 15-mile radius, with free drop-off for residential, commercial, and institutional consumers

Creates a Mattress Stewardship Advisory Board with 20+ members including legislators, state officials, industry representatives, environmental advocates, and consumer representatives to oversee program implementation
