Repeals Maryland's Building Energy Performance Standards program (Subtitle 16 of the Environment Article), which required covered buildings to achieve a 20% reduction in direct greenhouse gas emissions by January 1, 2030, and net-zero emissions by January 1, 2040

Eliminates requirements for owners of commercial and multifamily residential buildings with 35,000+ square feet to measure and report direct emissions data annually to the Department of Environment

Removes the regulatory framework that established energy use intensity targets, alternative compliance pathways, and an annual $100 reporting fee per covered building

Preserves the definition of "covered building" in the Housing and Community Development Article to maintain the Administration's grant and loan program for energy conservation projects in low- to moderate-income multifamily housing

Takes effect October 1, 2026
