Extends the deadline for solar energy systems to be placed in service for Program certification from January 1, 2028 to January 1, 2031

Doubles the in-State generating capacity cap for medium-sized certified systems (20 kilowatts to 5 megawatts) from 270 megawatts to 540 megawatts

Maintains the existing 300 megawatt cap for small systems under 20 kilowatts

Eligible system types include rooftop installations, parking canopies, brownfields, and industrial water retention ponds or quarries

Effective date: October 1, 2026
